WHY HAS NOT BEEN WORKED ACCORDING TO CITY GENERAL URBAN PLAN?

The residents of Crvena Zvezda settlement in Palilula Municipality, that is circled by Gabrovacki put and Dusana Popovica streets, every day are more decisive in their demands to local authorities to finally solve problem of many decades - not controlled waste removal, formation of wild landfills and keeping domestic animals as well as the residential issue in this wild settlement. It was reported in the petition directed to Municipal authorities of Palilula as well as during the recent meeting with president Dzunic and representatives of Public Enterprise Mediana in Nis.

Over the last past year, for the fact that Building Inspection of the City of Nis has not reacted in accordance with its own authorizations, illegal outhousing has been completed of the objects in so called wild settlement Crvena Zvezda. In this cadastre parcel there are two residential objects with the numbers 21 and 21-a (with more residential units) of total surface of about 800 m2 that are owned by the City. Today, no one from these 32 people, who were given in the period from 1968 to 1996 by residential department of the authorized city administration the decision for using residential units of approximate surface of 24m2, do not live at this address. According to the evidence of the Centre for social work, Crvena Zvezda no 21 and 21-a, 207 people were reported who addressed to the Center for social help.

Even beside, this illegal settlement is situated in the narrow city part, partly at the land that is in the ownership of Brick factory Cele Kula (from the recent, of American Investment Fund), by the Military Hospital, Clinical Center, Memorial complex Cele Kula, PMF- Faculty of Natural Sciences, residential buildings where many thousand of people live, the lack of hygiene and daily piling of waste put citizens life in danger. The riverbed of Gabrovacka river is also jeopardized since this location is used as wild landfill. For the inadequate burning of collected waste in helping objects of old brick house frequently comes to fires.

Palilula Municipality, in the end of 2012 and beginning of 2013, strengthened communal supervision. Acting according to applications and demands of the citizens from the settlement Crvena Zvezda, where it was stated that Roma nationality people from wild settlement are putting in danger life environment together with health of those citizens, night shifts of communal inspectors and Municipal associates were also introduced. The report from the location was defeating. It was established that beside number of warnings and discussions of the president of Municipality - Boban Dzunic with settlement residents the waste piling in the streets and pavements of mentioned boulevard have not stopped.

According to Boban Dzunic opinion, obviously we deal with the change of every individual consciousness which is actually the basic of these matters. It does not cost a lot, but if we have to change our consciousness then we have to change it with some penalties.
Unfortunately, when we deal with violations that relate to relations with communal and ecological problematic, we are still very far from us systemic solutions. Authorized organs, specially Police and Court, have to act according appeals and act faster and more rigorous. And strategic issues, like fulfilling the demands from General urban plan from this area and attracting to the purpose is overcoming the authorizations of the organization of local self government of the City of Nis. Whether in the year of great jubilee 1700 years of Milan Edict, when our city is in the real sense one true tourist attraction, will there be the strength or decisiveness to solve the problem of wild settlements and landfills ?
